On Wednesday, September 25, 2024, ICK News visited the historically marginalized people residing in Rugarama Village, Gifumba Cell, Nyamabuye Sector, in Muhanga District.
Contrary to the common perception that marginalized communities primarily inhabit rural areas, these individuals form a part of Muhanga City’s population.
During the visit, several community members expressed their deep gratitude towards the Rwandan government for the positive transformation in their lives. They no longer see themselves as abandoned by history but as active contributors to the nation’s development.
A key driver of this transformation has been the “Gira Inka Munyarwanda Program,” a government initiative aimed at uplifting impoverished Rwandans. Afisa Gasengayire, a 50-year-old beneficiary, highlighted the transformative impact of receiving a cow, which has significantly improved her living conditions.
However, while grateful, residents still face challenges that threaten their well-being. Issues such as leaky roofs during rain, lack of electricity, and limited access to clean water are persistent concerns for residents like Fiette Ingabire and Marie Mukanyandwi.

Emmanuel Bikorimana, the head of Rugarama Village, assured residents that support through government aid programs would continue. He acknowledged the infrastructural challenges and emphasized the need for collective action to address them.

Claude Nshimiyimana, Executive Secretary of Nyamabuye Sector, stressed the importance of empowering residents to overcome poverty. He encouraged the community to explore alternative income-generating activities and leverage existing resources to enhance self-sufficiency. He called on the residents to make the most of the available support systems to achieve sustainable growth within their community.
Vice Mayor Gilbert Mugabo also spoke to ICK News, acknowledging the residents’ concerns and promising timely solutions. He assured them that those without electricity would soon receive it, either through conventional means or solar panels, ensuring that every household has access to power.
Regarding the urgent issue of leaking roofs, Vice Mayor Mugabo stated that affected houses have been identified and will be prioritized for repair. He also emphasized the role of the Vision Umurenge Program (VUP) in supporting the needy in Rugarama Village, noting that the program would help alleviate poverty and improve daily lives.
In conclusion, the visit highlighted the resilience of Rugarama’s residents and the ongoing efforts to support and empower them. While challenges remain, there is hope that, with continued government support and community effort, a better future is within reach for the marginalized community of Rugarama Village.
