Rwanda Automates 416 UMURENGE SACCOs for Financial Inclusion

June 10, the Ministry of Finance and Economic Planning (MINECOFIN), in partnership with several key ministries, government agencies, and development partners, proudly announces the successful completion of the automation of all 416 UMURENGE Savings and Credit Cooperative Organizations (SACCOs) across Rwanda.

This significant achievement is a pivotal step towards enhancing financial services and integrating these cooperatives into a more robust financial system.

A Long-Term Vision for Financial Inclusion

SACCOs have been a fundamental part of Rwanda’s financial ecosystem since the 1970s. However, a 2008 study revealed that over half of the adult population was financially excluded.

To address this gap, the National Dialogue Meeting recommended the establishment of at least one SACCO in each administrative sector, leading to the creation of 416 UMURENGE SACCOs by 2009.

Despite their widespread establishment, these SACCOs faced numerous challenges, including manual operations, limited business scope, and a lack of digital financial services.

In response, MINECOFIN initiated a project to professionalize these institutions, aiming to automate them, consolidate them into District SACCOs (D-SACCOs), and eventually establish a Cooperative Bank.

From Manual to Automated Systems

The automation phase has transitioned U-SACCOs from manual to automated management information systems. This shift enhances efficiency and service quality, allowing SACCOs to eliminate physical journals and offer real-time mobile notifications to members.

The introduction of mobile banking services further improves accessibility, enabling members to conduct transactions anytime and anywhere.

The Road Ahead: Consolidation and Expansion

With automation complete, the next phase focuses on consolidating U-SACCOs into D-SACCOs at the district level.

Existing U-SACCOs will become branches of these new entities, streamlining operations and broadening their service reach. Additionally, mobile banking systems will be deployed across all branches to further enhance financial accessibility.

The ultimate goal is for D-SACCOs to purchase shares in the forthcoming Cooperative Bank, which will provide advanced financial services and foster strategic linkages among SACCOs.

This development signifies a robust commitment to financial inclusion and economic empowerment in Rwanda.
