June 12 – President Paul Kagame of Rwanda has implemented significant changes across various government institutions, including the Cabinet and security services.
In the Cabinet, Amb. Olivier Nduhungirehe has been appointed Minister of Foreign Affairs and International Cooperation (MINAFFET), succeeding Dr. Vincent Biruta, who has held the position since November 4, 2019.
Mr. Yussuf Murangwa, formerly the Director General of the National Institute of Statistics Rwanda (NISR), has been named the Minister of Finance and Economic Planning (MINECOFIN), replacing Dr. Uzziel Ndagijimana, who served since April 2018.
Dr. Vincent Biruta has taken over as the Minister of Interior (MININTER), replacing Alfred Gasana, who had served in the role since December 2021.
Dr. Jeanne d’Arc Mujawamariya has been appointed the Minister of Public Services and Labour (MIFOTRA), replacing Prof. Jeannette Bayisenge. Dr. Mujawamariya previously served as the Minister of Environment.
Dr. Valentine Uwamariya, who has been the Minister of Gender and Family Promotion (MIGEPROF), is now the Minister of Environment (MoE).
Meanwhile, Consolee Uwimana was appointed Minister of Gender and Family Promotion where she is replacing Valentine Uwamariya.
Additionally, Ms. Mutesi Linda has been named State Minister for Resources Mobilization and Public Investment in MINECOFIN, while Mr. Olivier Kabera has been appointed the Minister of State in the Ministry of Infrastructure (MININFRA).
Among other significant appointments, Mr. Aimable Havugiyaremye has been named Secretary General of the National Intelligence and Security Services (NISS), and Maj. Gen Joseph Nzabamwita has been appointed Senior Security Advisor in the Office of the President (OTP).
Ms. Angelique Habyarimana has been named Prosecutor General, and Mr. Alfred Gasana is being proposed as Rwanda’s Ambassador to the Kingdom of the Netherlands, replacing Amb. Olivier Nduhungirehe.
In the Rwanda Revenue Authority (RRA), Mr. Ronald Niwenshuti has been named Commissioner General, while Dr. Innocente Murasi has been appointed Deputy Commissioner General.
At NISR, Mr. Ivan Murenzi has been appointed Director General.
In the City of Kigali, the position of Vice Mayor in charge of Infrastructure has been given to Mr. Fulgence Dusabimana, who has also been named a member of the City Council. He replaces Dr. Merard Mpabwanamaguru, who was removed from the position in mid-December 2023.
