Kigali, Rwanda – July 23, 2025 –President Paul Kagame of Rwanda has named Dr. Justin Nsengiyumva a new Prime Minister replacing Dr. Édouard Ngirente who has held the position since 2017.
Dr. Justin Nsengiyumva has been serving as Deputy Governor of the National Bank of Rwanda (BNR), since February 25, 2025.
Who is Dr. Justin Nsengiyumva?
Dr. Justin Nsengiyumva is a highly accomplished economist and policy strategist with more than two decades of experience in economic regulation and international development. He holds a PhD in Economics from the University of Leicester (UK) and has previously served in top roles, including:
Senior Economic Advisor to the UK Office of Rail and Road.
Permanent Secretary in Rwanda’s Ministries of Trade and Industry and Education.
Consultant and advisor on policy reforms across Africa and Europe.
