On the evening of Monday, December 16, 2024, members of the Ahazaza community gathered for a commemorative event celebrating the life and achievements of Raina Luff, the founder of the Ahazaza Non-Governmental Organization (NGO).
The event was attended by notable figures, including Bishop Emeritus Smaragde Mbonyintege of Kabgayi, Jacqueline Kayitare, Mayor of Muhanga District, Gilbert Mugabo, Vice Mayor in charge of Social Affairs, Eric Bizimana, Vice Mayor in charge of economics, security personnel, members of the Ahazaza NGO, parents of children enrolled at Ahazaza Independent School, students, and other guests.

Speakers reflected on Raina Luff’s exceptional determination, courage, and selflessness during her lifetime.
The life and legacy of Raina Luff
Me. Aloys Hakizimana, Interim Head of the Ahazaza Organization, shared a brief history of Raina’s life, noting that she passed away at the age of 91, leaving behind three children—Richard Luff, Victoria Luff, and David Luff—and ten grandchildren.
Raina’s illustrious career spanned over 60 years, primarily in the field of law. She worked as a legal advisor specializing in international law across various parts of the world, contributed significantly to rebuilding Rwanda’s judicial system, and served as a law professor in multiple Rwandan universities.
François Nsengiyumva, who worked with Raina since the inception of Ahazaza Independent School, recounted the school’s humble beginnings and Raina’s unwavering determination.

After founding the Ahazaza NGO, on January 9, 2006, Raina established Ahazaza Independent School in a borrowed room provided by the former Gitarama Prefecture, now in Muhanga. Initially, the school had only 12 students.
Two weeks later, on January 23, 2006, the school relocated to its current premises, starting with a single classroom. Enrollment grew modestly to 15 students who successfully completed six academic years together.
A unique friendship between a non-believer and a Bishop
In his remarks, Bishop Smaragde Mbonyintege reflected on his unique friendship with Raina, a self-proclaimed atheist.
“People often questioned how Raina and I could be close friends given her lack of religious belief,” he said. “However, considering the era and environment in which she grew up, I did not judge her for her atheism, as many in her generation held similar views.”

The Bishop praised Raina’s alignment with Christian values, stating that they shared a common vision: fostering human dignity and kindness.
“We both believed in serving humanity. For me, God is embodied in how we treat others. If you live harmoniously with your fellow human beings, you live in harmony with God. Raina dedicated her life to others, and I am confident that God was never far from her.”
Bishop Mbonyintege further commended Raina’s humility, determination, and clarity of purpose, describing her as a role model for those striving to make a meaningful impact.
“I encourage Ahazaza students, educators, and all who knew her to uphold her legacy: to live with purpose, act with integrity, and commit wholeheartedly to goals that benefit not just themselves but society as a whole,” he encouraged.
Heartfelt gratitude from parents and educators
Dr. Marie Paul Dusingize, a lecturer at the Institut Catholique de Kabgayi (ICK) and Chairperson of the Ahazaza Parents’ Association, expressed immense gratitude to Raina for establishing a school that delivers high-quality education at both national and international standards.
“Raina had every reason to live a life of privilege, yet she chose a simple life devoted to serving others. Her dedication ensured our children received an excellent education. She truly prioritized the common good.”
Primitive Nahimana, a parent whose three children benefited from Raina’s support, recounted her generosity.
“In 2008, Raina sponsored my child, who is now studying in Russia. She continued to help in 2013 and 2015, ensuring that my other children also had access to quality education. Her legacy has opened doors and connections for my children, which will impact their lives forever,” she explained.

Flavien Muhire, Interim Head of Ahazaza Independent School, described Raina as a visionary leader who transcended her role as an educator.
“Raina not only championed justice in her legal career but also ensured that education became accessible to underprivileged children through Ahazaza. Today, her work continues to transform lives.”
Muhire emphasized the importance of preserving Raina’s legacy. “This day calls on us to continue her mission with the same passion and commitment she exemplified.”
Ahazaza: A Legacy of Excellence
Muhanga District Mayor Jacqueline Kayitare celebrated Raina’s accomplishments, emphasizing that she leaves behind a school recognized for its academic excellence.
“Though we mourn her passing, we celebrate the fact that Raina achieved her goals. Her tireless dedication and unwavering resolve brought Ahazaza to where it is today.”

Mayor Kayitare noted that Ahazaza consistently ranks as the top-performing school among over 135 schools in Muhanga District and placed ninth out of over 3,700 schools nationwide this year.
The school, which offers the internationally recognized Cambridge curriculum, stands as a testament to Raina’s enduring legacy.

“The legacy she built must be preserved at all costs,” Mayor Kayitare urged. “As a district, we will continue to support Ahazaza to ensure it remains a beacon of pride for Rwanda and beyond.”

Speaking on behalf of the Ahazaza NGO, Me. Aloys Hakizimana assured parents, the government, and partners of their unwavering commitment to Raina’s vision.

“We will remain steadfast in empowering individuals and fostering the determination to achieve meaningful goals. Let us honor Raina’s legacy by continuing the journey she started with dedication and resolve.”
Since its founding, Ahazaza Independent School has educated over 1,000 students and currently serves more than 500 learners.
