The Military Court has sentenced Sergeant Gervais Minani to life imprisonment and stripped him of his military rank after convicting him on charges of premeditated murder, unauthorized use of a firearm, and concealing military equipment.
The crimes occurred on November 13, 2024, in Nyamasheke District, Karambi Sector. Minani opened fire in a bar, killing five civilians. The incident shocked the community, prompting public demands for accountability.
During the public trial, which began on December 3, 2024, the Military Prosecutor outlined the charges, accusing Minani of acting without authorization, committing intentional murder, and concealing a weapon. The Prosecutor described the attack as an act of revenge involving excessive force.
Minani was given an opportunity to explain himself and began by apologizing to the victims’ families and the Rwandan public. In his statement, he claimed he was provoked by severe mistreatment from people in the bar, including the bar owner, who insulted and assaulted him.
However, the Prosecutor dismissed this defense, stating that Minani’s actions were disproportionate and avoidable. “The accused left the bar, changed into military uniform, retrieved a firearm, and deliberately targeted individuals involved in the altercation,” the Prosecutor said.
Furthermore, the court heard that Minani, as a trained soldier, had alternative means to de-escalate the situation, including seeking assistance from local authorities. The Prosecutor emphasized that the attack demonstrated an abuse of military training and resources.
Ultimately, the court found Minani guilty and sentenced him to life imprisonment, citing the gravity of his crimes and their impact on the community.
