Today, September 11, 2024, the Institut Catholique de Kabgayi (ICK) hosted a pivotal campaign event for the senatorial candidacy of Prof. Penine Uwimbabazi, the sole contender representing private universities and colleges.
She was warmly welcomed by ICK’s Vice-Chancellor, Father Prof. Fidèle Dushimimana, who pledged the institution’s support for her in the election slated for September 17, 2024.
Prof. Uwimbabazi, currently the Vice-Chancellor at the Protestant Institute of Arts and Social Sciences (PIASS), Huye Campus, brings a wealth of expertise in public policy, migration, rural development, and conflict resolution.
She holds a PhD in Policy Analysis and Development from the University of KwaZulu-Natal, South Africa.
During her campaign address, she outlined her vision for private higher education, emphasizing the importance of quality education as the cornerstone of national development.
Her key priorities include advocating for research-driven planning, fostering collaboration between local and international universities, and promoting the role of private institutions in Rwanda’s growth.
She also highlighted the importance of gender balance and pledged to work toward ensuring that students receiving government scholarships can access their desired courses.
Additionally, Prof. Uwimbabazi aims to change the perception that private universities are business-oriented compared to public ones.
Her goal is to create an environment where educators and institutions are supported to deliver high-quality education.
The upcoming Senate elections will take place on September 16, 2024, for 12 senators representing national administrative entities, while the election for one senator from public institutions and one senator from private institutions of higher learning will occur on September 17, 2024.
The senatorial campaign period began on August 26, 2024, and will conclude on September 14, 2024.
Rwanda’s bicameral Parliament consists of two chambers: The Senate and the Chamber of Deputies.
The Senate has 26 members, including 12 elected senators, eight appointed by the Head of State, four designated by the Forum of Political Organizations, and two senators representing public and private higher learning institutions. The Senate plays a critical role in legislation, overseeing government actions, and approving appointments of state officials.
